Set in Hamburg in 1999, this is a fictional take on the terrorist cell that a few years later participated in the 9/11 attacks. Protagonist Claire Saylor is a CIA agent who is sent undercover to try to find out what the terrorists are up to. We observe Clair’s incredulity at her assignment, and we come to appreciate how frustrating life as a spy can be. Character development takes second place to plot momentum.
